Case Study : RKZ Hospital
Background
The Red Cross Hospital Beverwijk (RKZ) is a medium-sized general hospital dedicated to optimizing the health and vitality of its patients. To improve patient care quality and operational efficiency, RKZ aimed to implement Patient-Reported Outcome Measures (PROMs) across the organization. PROMs are structured questionnaires that patients fill out to report on their health status, symptoms, or health behavior, providing valuable insights into the outcomes of treatments from the patient's perspective.
Challenge
The primary challenge was to integrate PROMs into the hospital’s workflow effectively while overcoming existing barriers such as decentralized departmental operations, lack of a project leader, and the ongoing COVID-19 pandemic. Additionally, there was a need to ensure that the implementation of PROMs would not overwhelm healthcare providers or patients with excessive administrative burdens.
Objective
The objective was to successfully implement PROMs at a hospital-wide level to enhance patient care, improve treatment outcomes, and increase organizational efficiency. This included developing a centralized system for managing patient outcomes, aligning stakeholder incentives, and ensuring compliance with privacy laws.
Strategy & Execution

Vision Development

-
Created a shared vision for PROMs implementation that aligned with RKZ’s mission of patient-centered care. This vision emphasized using PROMs to improve the quality of care and patient experience rather than solely for benchmarking purposes.
Stakeholder Engagement and Incentives

-
Engaged with various stakeholders, including healthcare professionals and patients, to understand their perspectives and intrinsic motivations.
-
Developed incentive structures to align stakeholder interests with the implementation goals, such as reducing administrative workload and enhancing the quality of care.
-
Conducted thorough training for healthcare providers to ensure they were well-prepared to use PROMs effectively and to train patients on their importance.

Centralized Management and Project Leadership

-
Appointed a dedicated project leader to oversee the implementation of PROMs, ensuring coordinated efforts across all departments.
-
Created new roles focused on supporting the implementation and training of PROMs, ensuring continuous support for healthcare providers.

Pilot Programs and Phased Implementation

-
Initiated pilot programs using generic PROMs sets to test the integration process and gather initial feedback. This approach allowed for adjustments before full-scale implementation.
-
Planned for a gradual rollout, starting with generic PROMs and transitioning to specialized sets tailored to specific departments and conditions over time.

Technological Integration and Privacy Compliance

-
Developed a digital platform to manage PROMs efficiently, ensuring seamless integration with existing hospital systems.
-
Implemented strict privacy measures, including Data Protection Impact Assessments (DPIA), to ensure compliance with data protection regulations.
Results
-
Successfully implemented PROMs in pilot departments, gathering valuable data on patient outcomes and improving the quality of care.
-
Enhanced patient engagement and satisfaction through effective communication and the use of user-friendly digital platforms.
-
Streamlined workflow and reduced administrative burden on healthcare providers, allowing them to focus more on patient care.
-
Established a robust framework for the continued expansion of PROMs across all hospital departments, with plans to transition to specialized PROMs sets.
Conclusion
The implementation of PROMs at RKZ demonstrates the importance of a well-defined vision, stakeholder engagement, and phased rollout in driving successful organizational innovation. By focusing on patient-centered care and aligning stakeholder incentives, RKZ was able to enhance the quality of care and operational efficiency, setting a strong foundation for future improvements.
